- The meeting was convened at short notice to form a Parish Council position on Herefordshire Council Planning Application 232686 – Land adjacent to Walnut Cottage, Linton Hill. The deadline for comments on this application of 26 October 2023 preceded the next Parish Council meeting on 13 November. Herefordshire Council were unable to allow an extension for comments after this date as the application was a “permission in principle”. They did agree to accept comments before the Target Determination Date of 14 November but asked that these be submitted as soon as possible.
- This was the only agenda item, and the meeting was held in accordance with the Parish Council-approved procedures for meetings held outside the normal meeting schedule to attend to urgent business.
- Following discussion, it was RESOLVED unanimously to object to this application with comments as set out below.

Objection on grounds of contravening Linton(S) Parish Council Neighbourhood Development Plan (NDP) Policy BGL5 Settlement Boundaries due to the proposed development lying outside of the settlement boundaries defined in the NDP.
The applicant argues that the NDP settlement boundaries should be disregarded. The Parish Council strongly disagrees with this argument. The NDP was formally adopted in June 2021 and consequently should be given full weight. It should also be noted that Herefordshire Council’s housing delivery monitoring statistics (from August 2023) record a total of 112 for the parish – thus exceeding the Local Plan Housing target (including windfall) and consequently further undermining the applicant’s argument.
The Parish Council also notes that the proposed development partially lies within the Talbot’s Well area of Common Land. The Parish Council will not support any application for consent under section 38 of the Commons Act.
