Minutes of the Parish Council Meeting

Present: Cllr C Crumpton (Chairman), Cllr A Reeves (Vice Chairman); Cllr B Clark; Cllr J Gough; Cllr A Newton; Cllr G Owen.
In attendance:2 members of public; Parish Clerk Elizabeth Malcolm.
1. Apologies for absence: Ward Cllr Wilding. It was noted that Cllr Watkins has resigned from the Council.
2. Declarations of interest: None
3. Co-option of Councillors: None
4. Minutes of the Parish Council it was RESOLVED to agree and sign the minutes of the meeting of 12th October 2020 as a true and accurate record, together with the financial reports.
5. Clerk’s Report – The Clerk advised that all matters were either to be addressed in the meeting or had been posted on the News Updates of the Website.
6. Public Submissions
a. Ward Councillor – None
b. Public – None
7. Planning
a. New applications
i. 203303 Land adjacent to Bayton Bungalow, Linton – change of use from agricultural land to domestic. Following discussion, it was RESOLVED by majority to return no object (1 abstained, 5 no objection)
ii. 203296 Land adjacent to Ross Garth, Bromsash – Application for approval of reserved matters following outline approval 191038 (Proposed residential dwelling). From the information available to Councillors they did not believe a question of land ownership had been resolved sufficiently.
iii. 203399 Land at Haygrove House, Linton – change of use of barn to dwelling an erection of garage. Following discussion, it was RESOLVED unanimously to return no objection and no comments.
iv. 203490 Bramblewick, Gorsley – it was noted that approval had been given for change of use from shop to residential.
B Decided applications – the Clerk reported that requests had been made to Herefordshire Council IT department and Planning Department such that reports for Linton(s) could be produced automatically – instead of Linton(n) in Bromyard. No response yet received.
8. Locality Steward & highways matters
a. Reports were noted. No matters arising.
b. SIDs at Bromsash – It was noted that one unit had been put in place for November covering traffic entering the village from The Lea.
c. Gorsley Traffic Calming – Cllr Owen reported on meeting and discussions with Balfour Beatty to agree costs to place Gates and 20 mph limit by school. It was hoped that the school and others might contribute to the costs. It was stated the Parishioners had expressed anger that the housing developer of 29 homes in the village across 3 approved applications had not contributed towards general improvements for the village under section 106 regulations or any other contribution. The Chairman thanked Cllr Owen for his continued work on this project.
d. B4224 Multi Parish Strategy Group – Cllr Crumpton to attend a meeting of the group on 11th November and report back to next meeting.
e. Large vehicles in Steelworks / Burrups Lane- suggestions from the roads department at Balfour Beatty are awaited. Clerk to ask Ward Cllr Wilding to provide assistance in obtaining resolution.
f. Road damage and Closure at The Line, Linton – Cllr Reeves reported that he has been in contact with Herefordshire Council who have undertaken a site inspection and their report is awaited. He is also seeking a plan for rubbish / recycle collection.

9. Public Rights of Way – Cllr Newton reported a number of wobbly stiles needing replacement. It was noted that many landowners, seemed reluctant to set up footpath furniture even when supplied free of charge. Discussion took place on possible steps to overcome this difficulty.
10. Lengthsman
a. Grass lengthsman – no work was undertaken in October and the Lengthsman had reported that he planned a tidy up in all areas over November /December to tidy for the winter.
b. Roads Lengthsman – The Clerk reported that Lengthsman’s invoice and reports had arrived too late for this meeting. Salt bins were raised and it was noted the Parish Councils had not, this year so far, been offered additional salt by Hereford Council.
11. Trees – estimates from Greenwood Timber are awaited for work at north end of allotments and in quarry woodland.
12. Allotments – Nothing new to report.
13. Standing Orders – the Clerk ran through new draft Standing Orders highlighting changes and areas for discussion. Cllrs agreed to consider these and review with a view to adoption at the next meeting.
14. Financial
a. Current Receipts & Payments and budget progress were noted.
b. The following payments were approved: : DJN Planning Ltd,NDP Consultancy David Nicholson -£540.00; AV Taylor, Roadside hedge at allotments – £96.00; Elizabeth Malcolm, Clerk salary & expenses – £469.41 (Salary £330, Mileage£9.45, Zoom Video Conferencing £129.96)
c. Budget 2021 to 2022- Cllrs reviewed a draft budget for the next financial year. It was RESOVLED to include under Projects: £600 for road surveys, £4,000 for village gates. Clerk to present revised document for next meeting with a view to adoption at the next meeting. Clerk to seek to find out if population numbers for the Parish can be provided to assist in planning Precept at next meeting.
15. Neighbourhood Development Plan – Cllr Reeves reported that the document amendments had been submitted to Councillors and it was RESOLVED unanimously to accept these.
16. Climate Change Working Group – Cllr Newton reported that newsletters continue, with a planned more light-hearted issue for Christmas. The group are considering trials of collective recycling of non-standard items (silver foil, milk bottle lids, etc) not usually collected by Herefordshire Council scheme. An enquiry has been made about adoption of an environmental management scheme for the Quarry.
17. Linton Village Pound – Clerk asked to continue to see formal opinion from Hereford Council PROW Officer and others.
18. Chairman’s & Councillors’ submissions – Cllrs noted Ward Cllr Wilding’s absence and hoped that he would be able to attend a larger number of meetings in coming months.
19. Next meeting – will take place on Monday 14th December 2020 at 7.15 pm by Video Conference – Zoom. NOTE: 15 minutes earlier than normal. Cllrs confirmed they were happy to continue meetings on the 2nd Monday of the month for the next year.
