Minutes of the Ordinary Parish Council Meeting
On Monday 9 August 2021
at 19:30
at Linton Village Hall

Present: Cllr A Reeves (Chairman); Cllr M Bertenshaw; Cllr J Gough; Cllr A Newton; Cllr A Price.
In attendance: 2 members of public; Parish Clerk Elizabeth Malcolm.
1. Apologies for absence: Cllr B Clark (Vice Chairman); Ward Cllr Wilding.
2. Declarations of interest: None.
3. Co-option of Councillors: None
4. Minutes of the Parish Council: It was RESOLVED to agree and sign the minutes of the Parish Council meeting of 12 July 2021 as a true and accurate record, together with the financial reports.
5. Clerk’s Report – Noted.
6. Public submissions
a. Ward Councillor – Not present.
b. Local Residents – a number of issues were raised:
The road island at entrance to Gorsley Common Road / Manse Lane is being mown by a parishioner and so does not require the Grass lengthsman to cut also.
Persistent parking on the pavement outside the old village shop is preventing walkers from passing.
A large people-carrier is being parked on the SE corner of the Bromsash crossroads blocking the view of on-coming traffic to road users. Cllr Bertenshaw to discuss with resident.
It was noted that the road signs on Woodend Lane and Sargents Lane particularly are very obscured by overgrowth. Grass lengthsman to be asked to cut back.
Discussion of the land at brook at the south end of Cothar’s Pitch to establish responsibility for it’s maintenance.
7. Planning
a. A schedule of decided applications was noted. It was further noted that 212175 Off Sterrys Lane, Gorsley had been refused due to inappropriate access route.
b. Planning Committee report – 201961 Hartleton. Cllr Bertenshaw reported that the application had been approved at Committee, with specific terms on building materials to be used.
8. Locality Steward & highways matters
a. Reports were noted
b. Bromsash roads – it was noted that the Clerk was to include this in discussions with Balfour Beatty.
c. Gorsley Traffic Calming – Cllr Reeves confirmed a meeting with Ray Wallace (Balfour Beatty) and Mike Day (J.A.C.S.UK Ltd) later in the week to confirm installations and locations. Grant application being completed following this.
d. B4224 Multi Parish Strategy Group – no further meetings in period.
e. Large vehicles in Steelworks / Burrups Lane- discussions with Balfour Beatty continue and siting of signs to be also included in meeting (see c above).
f. Shutton Crossroads – next steps to be discussed with Balfour Beatty.

9. Public Rights of Way
a. Update –
i. The Clerk reported that investigation of the blocked LTR21 route showed one fallen tree is due for clearance by the neighbour, who is aware of this requirement. Clearing the route following this action will need to be reviewed later.
ii. LTR18 was reported blocked. Cllrs &/or Clerk to report online.
b. Hartleton Lakes footpaths – No further response from PROW officer and it was agreed that this office is very busy and may not be able to address this for some time.
10. Lengthsman
a. Grass Lengthsman – The Clerk provided the summary of the work undertaken. It was agreed to ask him not to strim traffic island at Gorsley (see 6.b), cut back hedge growth were necessary to reveal road signage particularly in Woodend Land and Sargents Lane, strim allotment plot 20.
b. Roads Lengthsman – Clerk asked to reconfirm that we are scheduled for Autumn.
11. Allotments – the Clerk confirmed that notice had been served on plot 14 with the one month notice falling at the end of August. A request to be put on the waiting list for a plot had subsequently been withdrawn by a new resident.
12. Financial
a. Current Receipts & Payments were noted together with updated budget progress.
b. It was RESOLVED to approve the following : Greenwood Timber, Work in Quarry and Allotments – £1,020.00; AGP Garden Services, Grass Lengthsman work July – £159.00; Chris Hyett, Allotments Maintenance 1/3d -£350.00; Elizabeth Malcolm, Clerk Salary & Expenses -£335.85; HMRC, Tax on salary – £3.60. It was noted that the fee to AGP Garden Servies was £159 and not £200 as entered on agenda.
13. Climate Change Working Group – Cllr Newton reported that Great Big Green Week would take place on 18 to 26 September. The Group are planning to undertake a survey of trees in the Parish.
