Minutes of the Parish Council Meeting

Present: Cllr A Reeves (Chairman); Cllr B Clark; Cllr J Gough; Cllr A Newton.
In attendance:4 members of public; Parish Clerk Elizabeth Malcolm.
1. Apologies for absence: Cllr Crumpton; Cllr M Bertenshaw; Ward Cllr Wilding.
2. Declarations of interest: Cllr Reeves and Cllr Clark declared an interest in item 7.a.
3. Co-option of Councillors: None.
4. Minutes of the Parish Council it was RESOLVED to agree and sign the minutes of the meeting of 8 February 2021 as a true and accurate record, together with the financial reports.
5. Clerk’s Report – The Clerk submitted a report, which was noted.
6. Public Submissions
a. Ward Councillor – Not present
b. Public – None.
7. Planning
Cllr Reeves & Cllr Clark were removed from the meeting (to Waiting room)
a. Further submissions in relation to appeal 202152 – Land to the North of Woodend Lane, Gorsley. It was agreed that the inspectorate should be made aware of extreme concerns surrounding exacerbation of flooding as a result of this development.
Cllr Reeves & Cllr Clark re-joined the meeting.
b. Decided Applications: a schedule of decisions was submitted by the Clerk and noted.
c. Council representation at Planning & Regulatory Committee for 201961 Hartleton. No date has yet been set, though anticipated for April meeting.
8. Locality Steward & highways matters – Temporary Locality Steward, Natalie Jay was noted and welcomed.
a. Reports were noted. No matters arising. Cllr Gough noted a large pothole on B4221 near Old Post Office, Gorsley for urgent attention.
b. SIDs at Bromsash – placement at North end in April to be reconfirmed with BBL.
c. Gorsley Traffic Calming – Clerk to pursue with BBL after consultation with Gary Owen.
d. B4224 Multi Parish Strategy Group – Last planned meeting was cancelled and not further information received.
e. Large vehicles in Steelworks / Burrups Lane- Clerk’s map of proposed locations to be brought forward to next meeting
f. Flooding at The Laines – steps have been taken by private landowners in the area. No further information received.
9. Public Rights of Way –
a. Update -Cllr Newton provided a schedule of stiles which had been identified as needing replacement or repair. It was greed to report these to Herefordshire Council and discuss with landowners to ensure the installation of new equipment. It was noted the Locality Steward may be able to assist in identifying appropriate land owners. The blocked access to LTR8 at B4221 to be escalated to press for enforcement.
b. Hartleton Lakes footpaths – Cllr Newton reported that the group now feel the process of application to 20 year rule is understood and a number of people have indicated their support. Mr Warwick has had to stand down from the project and Cllr Bertenshaw to advise arrangements.
10. Lengthsman
a. Grass Lengthsman – Nothing to report.
b. Roads Lengthsman – Salt bins were discussed and the Clerk was asked to enquire the cost of obtaining and storing a tonne of Salt for distribution as needed. It was agreed that a survey of location, ownership and state of bins would be useful.
c. Lengthsman Scheme 2021/2022 – it was RESOLVED to apply for the scheme a further year, thus permitting the current Lengthsmen to operate in the Parish.
11. Financial
a. Current Receipts & Payments and budget progress were noted.
b. The following payments were approved: HALC, Annual Subscription -£734.93; Elizabeth Malcolm, Clerk Salary & Expenses £339.45 (Salary £330, Mileage £9.45).
12. Allotments – The Clerk reported some changes in leases to be confirmed at renewal.
13. Climate Change Working Group – Cllr Newton reported that newsletters will continue and the next topic is Green Deal.
14. Chairman’s & Councillors’ submissions – Cllr Gough was concerned at a metal shed installed opposite the Baptist Chapel is dangerous as it open onto the road.
15. Next meeting – will take place on Monday 12th 2021 at 7.30 pm by Video Conference – Zoom.
There being no further business the meeting ended at 20.47.
