Minutes of the Parish Council Meeting
at 19:30 on
Monday 12th July 2021
at Gorsley Village Hall
Present: Cllr B Clark (Chairman of meeting); Cllr M Bertenshaw; Cllr J Gough; Cllr A Newton; Cllr A Price.
In attendance: Cllr A Reeves (by phone) 3 members of public; Parish Clerk Elizabeth Malcolm.
1. Apologies for absence: Ward Cllr Wilding.
2. Co-option of Councillors: Mr Andy Price presented himself for election and it was RESOLVED unanimously to support his co-option to Councillor.
3. Declarations of interest: Cllr Gough declared interest in items 7.b.ii and 7.b.iv and 7.b.v. Cllr Clark declared in interest in item 7.b.iv.
4. Minutes of the Parish Council: It was RESOLVED to agree and sign the minutes of the Parish Council meeting of 14 June 2021 as a true and accurate record, together with the financial reports.
5. Clerk’s Report – Noted.
6. Public submissions
a. Ward Councillor – the Clerk reported that Ward Cllr was considering addendum to monthly Council Leader’s report for his Parishes.
b. Local Residents – It was noted that a Parishioner wished to speak to item 7.b.v
7. Planning
a. A schedule of decided applications was noted.
b. Applications:
i. 212028 – Land adjacent site Gorsley Bungalows, Gorsley Common Road, Gorsley. Following discussion, it was RESOLVED unanimously to return no objection to the application, but to submit a comment that it would appear introduction of a garage to one of the units might mean the 15 meter distance requirement to drainage system is no longer met.
Cllr Gough left the room.
ii. 212044 – Darnells Farm, Darnells Lane, Linton. Following discussion, it was RESOLVED unanimously to return no objection to the application.
Cllr Gough returned.
iii. 211926 – Lodge, Hartleton Farm, Bromarsh. Following discussion, it was RESOLVED unanimously to object to the application, with comments:
• The buildings have been described as a ‘Fishing Lodge’, but this was not the original purpose of the building it is intended to replace, which was for use by children and clients of PGL using the lake, providing changing and toilet facilities. This is therefore not a simple replacement or upgrade, it is a new dwelling.
• The location of this application is outside any settlement boundary, for either Upton Bishop or Linton PC, it is therefore planning for a residential dwelling in open countryside.
• The proposed dwelling is not sympathetically designed in the local vernacular.
• The location of this dwelling, is very close to the M50 motorway, with 24 hour traffic flow and noise which is not suitable for a residential building such as this, which includes bedrooms.
• The Planning Department will doubtless be aware that planning application 201961 considers an application for up to 44 dwellings in the area and the Parish Council therefore believes that the Environmental Survey should consider this in the impact assessment since as part of a much larger level of development in the area the impact will have greater effect.
iv. 212285 – Land adjoining Woodend Lane, Gorsley. No discussion of this application was possible, since Cllrs Clark and Gough had declared an interest in this development and their absence from the meeting would make it inquorate.
Cllr Gough left the room.
v. 212302 – Rosedale, Chapel Lane, Gorsley. After information provided by Parishioner and following discussion it was RESOLVED unanimously to return no objection and no comments.
Cllr Gough returned to the room.
vi. 212421 – Cavalese, Hereford Lane, Linton. Following discussion, it was RESOLVE to return no objection.
c. 201961 Hartleton – notification had been received that this will be for discussion at the Herefordshire Planning Committee on 4 August 2021, preceded by a site visit the day before. It was agreed the Clerk would present the Councillors opinions a the meeting.
8. Locality Steward & highways matters –
a. Reports were noted and it was further noted that residents had cut back hedges on the roadside.
b. Bromsash roads – carried forward to next meeting
c. Gorsley Traffic Calming – Cllr Reeves reported that he had been in contact with the Gorsley roads group, that forms are being completed and application for grants going forward.
d. B4224 Multi Parish Strategy Group – Cllr Clark reported on a recent meeting of the group. Since Google maps show the route to Hereford via B4224 as faster than others due to national speed limit, the aim of the group is to apply speed limits to key spots on the route, to increase average travel time and make the route less attractive.
e. Large vehicles in Steelworks / Burrups Lane– Response from Balfour Beatty awaited.
f. Shutton Crossroads – Community Commissioning forms submitted to Balfour Beatty.
9. Public Rights of Way –
a. Update – Cllr Gough reported that LTR21 through the woodland is blocked.
b. Hartleton Lakes footpaths – All evidence forms submitted by signed-for delivery.
10. Lengthgthsman
a. Grass lengthsman Clerk provided the summary of the work undertaken. No special requests received.
b. Roads Lengthsman – no work requested. The Clerk reported on anticipated ditching grants and suitable sites for consideration were discussed including, Woodend Lane, Burton Road to Burton Mill, Steelworks Lane and Cothars Pitch where it crosses stream at south.
11. Allotments – the Clerk provided an update and reported that plot 14 is in a very unkempt state and notice would be served on the tenant.
12. Financial
a. Current Receipts & Payments were noted.
b. The following payments were approved: HALC, Audit fee for 2020-2021 – £240.00; AGP Garden Services, Grass Lengthsman work June – £238.50; Balfour Beatty Living Places, Hire of SID April’21 Bromsash – £276.00; Elizabeth Malcolm, Clerk Salary & Expenses – £345.19 (Mileage £9.45, Postage £9.34)
13. Climate Change Working Group – Cllr Newton reported the group look forward to meeting again soon when Covid restrictions are lifted.
14. Chairman’s & Councillors’ submissions –
a. Cllr Gough noted that visibility at the exit from M50 is becoming restricted again.
b. Discussed the Neighbourhood Policing Team’s request for priority objectives and identified: Litter, inconsiderate parking and speeding concerns on lB4224 and 4221.
15. Next meeting – Linton Village Hall main hall for meeting on 9 August 2021
