Minutes of the Parish Council Meeting

Present: Cllr Crumpton (Chairman); Cllr A Reeves (Vice Chairman); Cllr M Bertenshaw; Cllr B Clark; Cllr J Gough; Cllr A Newton.
In attendance:4 members of public; Parish Clerk Elizabeth Malcolm.
1. Apologies for absence: None
2. Declarations of interest: None
3. Co-option of Councillors: None.
4. Minutes of the Parish Council it was RESOLVED to agree and sign the minutes of the meeting of 11th January 2021 as a true and accurate record, together with the financial reports.
5. Clerk’s Report – All matters covered in the meeting
6. Public Submissions
a. Ward Councillor – Not present
b. Public – a Parishioner asked if enquiries could be made when repairs on Cut Throat Lane may be undertaken.
7. Planning
a. Decided applications – none.
b. Hartleton application no 201961 – Cllr Bertenshaw reported that legal advice had been received and was due to be discussed with Ward Cllr Watson (acting for the Parish on this matter)
8. Locality Steward & highways matters –
a. Reports were noted. No matters arising.
b. SIDs at Bromsash – following discussion it was agreed to remain with the intention to stage the second placement in April.
c. Gorsley Traffic Calming – an update to be sought from Gary Owen by Chairman. Carried forward to next meeting.
d. B4224 Multi Parish Strategy Group – Cllr Crompton reported on a meeting he had attended which was felt to be largely to the benefit of Fownhope and less to other parishes. Investigation of the scale of the problems along the length of the road had been requested.
e. Large vehicles in Steelworks / Burrups Lane- the Clerk to arrange map setting out proposed location of all signs. This to be considered by Cllrs prior to submission to Balfour Beatty who have required this.
f. Road damage and Closure at The Line, Linton – Cllr Reeves reported the road is now opened again. He suggests that a formal safety check should be commissioned by Balfour Beatty to assure residents that large vehicles may safely pass.
g. Flooding at The Laines – it was noted that Parishioners had been in touch with Balfour Beatty and sought information on drainage system with no success. Local action had been taken to alleviate build up of water after heavy rain and 2 members of the public attending the meeting from the locality were encouraged to make contact with this group.
h. Flooding on B4224 opposite Bromsash House – it was noted that this has not been solved by grips since there is no fall and the water runs down Fording Lane causing further problems. Clerk and Cllrs to continue to continue making representations to BBL to seek action.
i. Ditching at Revells Lane – it was noted that Mr N Jones had dug the ditch out at Revells Lane to resolve flooding at the lowest point. The Chairman wished to send formal thanks Mr Jones on behalf of the PC.
9. Public Rights of Way –
a. Update -Cllr Newton confirmed that PROW were generally in good order. Discussion of replacing stiles with gates or kissing gates was for further consideration.
b. Hartleton Lakes footpaths – Cllr Bertenshaw reported that the group now feel the process of application to 20 year rule is understood and a number of people have indicated their support. Mr Warwick has had to stand down for the project and Mr Arrowsmith has resumed coordination.
10. Lengthsman
a. Grass Lengthsman – Nothing to report.
b. Roads Lengthsman – Salt bins were discussed and the Clerk was asked to enquire the cost of obtaining and storing a tonne of Salt for distribution as needed. It was agreed that a survey of location, ownership and state of bins would be useful.
c. Lengthsman Scheme 2021/2022 – it was RESOLVED to apply for the scheme a further year, thus permitting the current Lengthsmen to operate in the Parish.
11. Financial
a. Current Receipts & Payments and budget progress were noted.
b. The following payments were approved: Balfour Beatty Living Places, SID hire 1 month £276.00, Elizabeth Malcolm, Clerk – £330.
12. Allotments – Cllr Clark recommended that the ground by opening catch of west entrance gate be levelled off and filled with aggregate or as advised to reduce the possibility of slip hazard. Grass lengthsman to be asked if he can look at this.
13. Climate Change Working Group – Cllr Newton reported that newsletters will continue and the next topic is Home Energy.
14. Chairman’s & Councillors’ submissions – The Chairman emphasised the need to find new Councillors, particularly from the Gorsley area.
15. Next meeting – will take place on Monday 8th March 2021 at 7.30 pm by Video Conference – Zoom.
