Minutes of the Parish Council Meeting

Present: Cllr A Reeves (Vice Chairman & Chairman of meeting); Cllr B Clark; Cllr J Gough; Cllr A Newton.
In attendance:3 members of public; Parish Clerk Elizabeth Malcolm.
1. Apologies for absence: Cllr Crumpton
2. Declarations of interest: None
Item 3 was discussed before item 16.
3. Co-option of Councillors: Dr Mike Bertenshaw was proposed by Cllr Reeves, seconded by Cllr Clark and it was RESOLVED unanimously to co-opt him to the Council.
4. Minutes of the Parish Council it was RESOLVED to agree and sign the minutes of the meeting of 14th December 2020 as a true and accurate record, together with the financial reports.
5. Clerk’s Report – The Clerk circulated a short report of items all matters covered in the meeting.
6. Public Submissions
a. Ward Councillor – Not present
b. Public – members of the public with comments on item 9b were invited to speak at this item in the agenda. No other submissions.
7. Planning
a. Decided applications – none.
Item 7b was discussed before item16
b. Hartleton application no 201961 – representation at Planning & Regulatory Committee. It was RESOLVED that Dr Bertenshaw would provide the presentation to Committee.
8. Locality Steward & highways matters –
a. Reports were noted. No matters arising.
b. SIDs at Bromsash – data pre and post operation of SID now received and was felt to be compelling reason for their use. However now in lock-down, the Clerk to request second implementation in April at earliest since reduced traffic is skewing results.
c. Gorsley Traffic Calming – an update to be sought from Gary Owen by Chairman. Carried forward to next meeting.
d. B4224 Multi Parish Strategy Group – Notes of the last meeting were circulated to Councillors and noted.
e. Large vehicles in Steelworks / Burrups Lane- the Clerk confirmed looking for prices and was asked if benefits could be obtained from bulk purchase.
f. Road damage and Closure at The Line, Linton – Cllr Reeves reported that following repair further subsidence occurred and more work required. An informal risk assessment had led to HCC determining only to use small refuse lorries. Cllr Reeves will seek a formal risk assessment once the road is open again.
g. Dog-poo bin Bromsash – A request had been received to install a bin in Bromsash, at a location which just falls into Weston-under-Penyard Parish. The Clerk reported that since issuing the Agenda a further request had been received to locate signage against allowing dog fouling on verge of the lane along the top of Linton Ridge. Following discussion, it was RESOLVED unanimously to take no further steps.
9. Public Rights of Way –
a. Update -No issues reported.
b. Hartleton Lakes footpaths – Mr Warwick provided diagrams of the routes in question and confirmed investigations into the 20 year rule were in hand. A member of the public stated that the route to the North of the eastern lake is an old route that would qualify under the 2026 lost paths claim. It was agreed to investigate this further and discuss with Richard Baker who had been working on other routes in the Parish.
10. Lengthsman
a. Grass Lengthsman – no work was undertaken in December as too wet and none necessary. Expected to recommence in March / April.
b. Roads Lengthsman – It was felt that some salt bins were not filled and Cllrs were asked to notify the Clerk of any specific bins needing attention. It was noted that flooding occurs following heavy rain at Cothars Lane (U70228) where it crosses a brook shortly before the crossroads with Woodend Lane and Sargents Lane. Cllr Reeves undertook to discuss with landowner(s) if action could be taken to reduce the brash and rubbish further upstream. Fordings Lane gully is again blocked with grit and road debris washed down the lane in heavy rain. A grip inserted by Balfour Beatty on B4224 has not worked. Clerk to seek further action.
11. Financial
a. Current Receipts & Payments and budget progress were noted.
b. The following payments were approved: Elizabeth Malcolm, Clerk – £330.
12. Allotments – No further update to report.
13. Climate Change Working Group – Cllr Newton reported that newsletters will continue.
14. Linton Village Pound – Emails from Balfour Beatty were circulated which evidence that the Pound is inspected from time to time by Locality Steward who has not raised any concerns.
15. Chairman’s & Councillors’ submissions – Cllrs asked the Clerk to raise the profile of planning applications by including in email newsletters with reminders to make personal responses. Cllr Clark noted the death of Ken Downham who had been an active and long-time Parish Councillor and active member of the community who would be much missed.

16. Next meeting – will take place on Monday 8th February 2021 at 7.30 pm by Video Conference – Zoom.
