Minutes of the Ordinary Parish Council Meeting
On Monday 10th January 2022

at Gorlsey Village Hall
Present: Cllr B Clark (Chairman of meeting); Cllr M Bertenshaw; Cllr J Gough; Cllr A Newton; Cllr A Price.
In attendance: 7 members of public; Parish Clerk Elizabeth Malcolm.
- Apologies for absence: Cllr A Reeves (Chiarman) (Vice Chairman); Cllr L Hall; Ward Cllr Wilding.
- Declarations of interest: None. Cllr Gough declared an interest in item 7.a.i
- Co-option of Councillors: none
- Minutes of the Parish Council: It was RESOLVED to agree and sign the minutes of the Parish Council meeting of 13th December 2021 as a true and accurate record, together with the financial reports.
- Clerk’s Report – The Clerk provided a report which was noted.
- Public Submissions
- Ward Councillor – Ward Councillor’s update had been put back one week and Cllr Bertenshaw offered to attend obh of Linton.
- PCSO Claire Denton – sent apologies.
- Local Residents – raised the following questions:
- It was noted that there are a number of places around Gorsley village where people park on the pavements.
- The curb / pavement opposite the Gorsley Chapel has been extended by about 900mm into the road and the junction to Chapel Lane from Grorsley Common Lane is now very difficult to negotiate.
- The request to clarify responsibility for hedge management where a fence has been installed between new builds and road was made again.
- Planning
- Current applications
Councillor Gough left the room
- 214394 – Cherrydale, Gorsley: Outdoor riding arena. Following discussion, it was RESOLVED unanimously to return no objection and no comments to this application.
Councillor Gough returned to the room.
- Decided applications – A schedule of decided applications was circulated and noted.
- Climate Change Working Group – Cllr Newton provided an update on activities of the Group
- A recycle morning had been arranged to take place from Linton Village Hall on 15 January where Parishioners were invited to bring their ‘hard to recycle’ materials.
- The Thermal camera has been used and is in demand with positive comments.
- The consent from Natural England to undertake work on an SSSI at Gorsley Quarry had been received. Application for grant from Herefordshire Council had been acknowledged.
- Formal request for information regarding Quiet Lanes had been made to Herefordshire Council via Ward Councillor Wilding.
- Electric car share scheme probably not viable on current levels of interest expressed but to be further explored.
- Locality Steward and Highway matters
- Locality steward’s weekly reports were noted.
- Road drainage at B4224 and at Fordings – Cllr Bertenshaw felt that this was a good time to consider work on a grip on B4224 since the field adjacent is fallow. Agreed to contact BBL with this point.
- Bromsash roads – Volunteers for a Bromash road group to be posted in The Chimes.
- Gorsley traffic calming measures – Clerk to check with Cllr Reeves.
- B4224 Multi Parish Strategy Group – No meeting to report
- Burrups Lane & Shutton Crossroads– pricing for signage received (as part of package with d above). Pricing for installation being sought.
- Public Rights of Way – No matters to report.
- Lengthsman
- Grass Lengthsman – No matters to report.
- Roads Lengthsman – The lengthsman had undertaken a full in section of all salt bins in the Parish, checking the state of each, refreshing and filling where necessary, and removing litter deposited in them.
- Allotments – Clerk to seek quotes for repair to the fences.
- Financial
- Current Receipts & Payments were noted together with updated budget progress.
- It was RESOLVED to approve the following: Terry Griffiths Contract, Salt bin servicing -£648.00; AGP Garden Services, Grass Lengthsman work 1 Dec 21 -£132.50; Elizabeth Malcolm, Clerk Salary & Expenses – £343.05; HMRC,Tax on salary, *£5.40.
