Minutes of the Meeting of the Council
On Monday 14th January 2019
At Linton Village Hall at 19:30

Present: Cllr P Crumpton (Chairman); Cllr B Clark; Cllr M Gough; Cllr J Gough; Cllr N Jones; Cllr S Morley; Cllr A Reeves (Vice Chairman); Cllr L Watkins

In attendance: Parish Clerk Elizabeth Malcolm. 2 members of public.
1. Apologies for absence: Cllr A Ferraby
2. Co-options: None.
3. Declarations of interest and dispensation requests: None
4. Minutes of the Parish Council meeting on 12th November 2018 it was RESOLVED to agree and sign the minutes of the meeting as a true and accurate record.
5. Clerk’s Report – The Clerk’s report for the month was presented and noted.
6. Planning

a. Applications received

i. 184411Lower Tedgewood Barn Upton Bishop – Proposed alterations to existing garage to form ancillary residential annexe. Following discussion it was RESOLVED unanimously to return no objection and no comments.
ii. P181908 Land at Lovers Walk Gorsley – for Planning Committee. Consider a PC address to the committee. It was RESOLVED unanimously that Cllr Reeves would present to the Planning Committee when the date is made known.

b. Applications decided since last meeting.

i. 183946 Cothars Farm – Single story kitchen extension – Approved. Noted.
ii. 182770 Brook Farm Quarry Lane Gorsley – Proposed change of use of land to enlarge existing yard and erection of new workshop – Approved. Noted.
iii. 183802 The Barn At Oakland, Gorsley Common Road, Gorsley. – Proposed erection of a new 3 bed detached dwelling, access/egress, car parking, turning and manoeuvring. – Approved. Noted.

7. Finance

a. Report on receipts & payments and progress against budget was received and a copy is attached to these minutes. Bank account at 14/01/19 stood at £20,644.42.
b. It was RESOLVED To approve payments: AV Taylor Son, Allotment hedge cutting £96.00; Wayne Reed, Lengthsmans monthly – £284.00; Elizabeth Malcolm, Clerk salary & expenses – £322.89

8. Neighbourhood Development Plan – Cllr Watkins and Cllr Reeves reported and advised that first feedback on questionnaires to be presented by Data Orchard at Steering Group meeting on 24th January 2019.
9. Footpaths – This item to be brought forward to next meeting.
10. Allotments

a. Draft contract with Chris Hyatt – the draft was presented and it was RESOLVED to accept this and submit to the contractor.
b. Western Power application to connect underground supply from Allotments. It was RESOLVED to agree this application on the basis of undertakings made by WP in email of 19/12/18.
c. The Clerk had no further information to report

11. Locality Steward & highways matters – Member of the Public wished to thank BBL for arranging the reinstatement of NO HGV sign at head of Quarry Lane. Blocked culverts are a problem. It was noted that the culvert at Burton Farm/Mill has not been cleared and is now well over the 28 day reaction time. Other culverts persistently blocking and not cleared are at Dudley Fencing and Barns below, Jays Green / Linton Lane and Fording Lane. BBL to be contacted to ensure these are kept clear.
12. Lengthsman – following discussion it was RESOLVED to seek out details of Lengthsman services and prepare a tender for work for the year 2019 to 2020. The Parish Council recognised that the hours worked in Summer were greater than those required in Winter but wished to see this accurately represented on work sheets.
13. Public Submissions – None
14. Chairman & Councillors’ submissions – The Chairman brought to the Council’s attention reports of a fatal accident on the B4221 at Gorsley, by the Old Post Office.
Cllr Reeves provided a draft letter to Herefordshire Planning Department regarding potential use of land opposite Baptist Church where orchard trees had been cut down and it was RESOLVED that this be sent to the Head of Planning.
15. Date of next meeting – the Parish Council meeting will take place on Monday 11th February 2019 at Gorsley Village Hall.
